One of the more notable revelations from the Australian Government’s 2023-24 Mid-Year Economic and Fiscal Outlook (MYEFO) brings light to a $2.1 billion expected increase in R&D Tax Incentive (RDTI) costs over four years.

A significant part of this surge can be attributed to rapid advancements in Artificial Intelligence (AI) and machine learning (ML) over the last few years. This trend prompts a crucial question: as AI and ML becomes more widespread, could their growing ubiquity potentially impact or reduce eligibility for R&D incentives?

It’s a complex balancing act, promoting cutting-edge research while ensuring the RDTI remains targeted at truly innovative work. The rise in software claims, from 30% of RDTI applications in FY19-20 to over 40% in FY21-22, further illustrates this rapid technological evolution. This comes at a time when Australia’s R&D spending as a percentage of GDP, according to data from FY21-22, is at a low of 1.68%, contrasting against the OECD average of 2.5% in 2019. This is despite the government previously committing to elevate R&D spend to 3% of GDP.

Australian treasurer, Jim Chalmers, in discussions with InnovationAus, hinted at a broader review of tech-related arrangements to maximise the benefits of technological adaptation and adoption. But, as these changes come into effect, could we see RDTI eligibility reform happening soon for AI and ML?

Through the lens of RDTI experts here at Sprout, this reform could involve a more nuanced approach to defining innovation. This may include setting stricter guidelines to differentiate between routine software development and genuinely ground-breaking AI research. These changes would aim to ensure that the RDTI incentivises truly innovative and transformative projects in these rapidly evolving sectors.

If you are considering making an application for the R&D Tax Incentive for a project that involves AI and/or ML specifically, some of the eligibility factors you should consider are:

1. Is there at least one member of the R&D team who has a background or expertise in AI technology and machine learning techniques? Or, have you engaged with professionals in this field? Eligible applicants are expected to have engaged and utilised expert, professional knowledge to help determine that the project objectives are indeed innovative and contain technical uncertainties. 

2. Are you building an API or an app that communicates with a Large Language Model (LLM) without building an LLM (or similar technology) yourself? These types of APIs are not necessarily technically innovative, and leveraging existing AI technologies made by other companies may trigger the “Core Technology” clause or be looked upon unfavourably in an audit/review.

3. Can you demonstrate and explain why your project requires AI, or more specifically ML, to achieve the project objectives? AI may seem like a guaranteed method of improving your technology, but in many cases there are existing techniques or methodologies (e.g. statistical) that can achieve the desired result without the use of AI.

The Export Market Development Grant (EMDG) program is a government-led export funding assistance scheme for small and medium enterprises (SMEs). This program encourages SMEs to market their Australian-made goods and services to international audiences by providing up to 50% matched funding (up to the Tier-based caps) for overseas promotional expenditure (Tiers are delineated by export status and carry respective maximum funding amounts: Tier 1 - $40,000, Tier 2 - $80,000, Tier 3 - $150,000).

Since its inception in 1974, the EMDG program has undergone several revisions. In 2021, AusTrade announced that the EMDG would pivot from a retrospective scheme (where applicants applied for funding after having incurred overseas promotional expenditure) to a prospective scheme, where applicants provided marketing plans and budgets up-front, but would still receive payments retrospectively in accordance with incurred expenditure. 

As the new scheme is eligibility-based, the available funding pool has been divided amongst all eligible applicants utilising the forecasted budgets. Unfortunately, this has led to substantial reductions in funding across all three rounds in the new scheme (e.g. the Tier 3 funding cap has not exceeded $36,600).

In an effort to revise and improve the scheme, **AusTrade has recently announced that Round 4 will be delayed until late 2024,** with funding expected to be available at the start of F26 (July 2025). This ultimately means there will be no new grant agreements for the F25 period.

**How does this affect applicants?**
- If you have a current EMDG grant agreement with AusTrade that includes F25, you will continue to receive your grant payments as planned
- If your grant agreement concludes at the end of F24 and you did not reapply in Round 3, you will be unable to access EMDG funding until the start of F26

While the delay in Round 4 funding is not ideal for those planning to incur export-related promotional expenditure in F25, we are hopeful that the strategic refocus will help reinstate the value of the EMDG program for Australian SMEs.

The team at Sprout Scientific has put together a 10-step guide to walk you through planning for and writing a grant application, whether it’s a competitive grant, an eligibility-based grant, or a tender. 

**1. Preparation**

Step 1 when applying for a grant is to read the guidelines. It’s important that you understand the various aspects and expectations of the grant as well as those of the overarching program, so make sure you allocate ample time to comb through the guidelines. In particular, pay attention to the business- and project-related eligibility criteria, which activities are eligible or ineligible, and other details, like the due date or required supporting documentation. 

If the funding body has provided FAQs or a Glossary, give these a read too. Oftentimes, you will find clarification or additional details regarding eligible expenditure or activities and important definitions.

If you’ve combed through the guidelines and believe you are an eligible candidate, you can start crafting a project that fits within the scope of the program’s goals. 

**2. Time Management**

Don’t fall prey to the planning fallacy when starting a grant application. As grants typically offer substantial funding, proportional amounts of information are required to ensure the best candidates can be identified. As a result, applications can take upwards of 40 hours to complete, and if this is your first try, we recommend doubling or even tripling the amount of time you think you’ll need. 

It’s a good idea to create a schedule so you can hold yourself accountable during the drafting process and avoid burn-out. For example, allow yourself 2 days to read the guidelines, aim to draft at least one response each night, etc. 

Incomplete or rushed applications won’t make a great impression on the assessors, so if you’re strapped for time, it might be best to reach out to a grant writing expert who can take the stress off your shoulders.

**3. Project Scoping**

Once you’ve established a timeline for the application process, it’s time to flesh out your project. You may have to step outside your comfort zone or deviate from your standard activities to develop a project that adheres to the guidelines. Keep an open mind here - tackling a new project could increase your business prospects, lead to new partnerships, or facilitate entry into a new market. 

Grant assessors will be looking to fund projects that provide the most bang for their buck, so make sure your project is within the scope of the program and directly addresses the grant outcomes in a measurable way. For example, if an intended outcome is to showcase 5G technologies in various industries while demonstrating benefits to productivity, consider highlighting how your project constitutes a novel application of 5G technology, and compare potential productivity with and without your project to highlight the impact it could have.

Essentially, it's important to develop a project that adheres to the guidelines and intended outcomes while still playing to your strengths.

**4. Resource Scoping**

Resource scoping is a very important but broad step in the grant application process. You’ll have to consider what resources your team can dedicate, whether you’ll need to hire additional staff members if successful, and what material and financial resources will be required to conduct the project. For example, if you’re applying for a co-contribution style grant, consider which types of contributions are accepted (e.g. in-kind contributions, loans, cash, etc.) and how you can prove your financial status.

It’s also important to know what supporting documentation is required and whether you will need to identify project partners. Many grants require additional information, such as Project Plans, Risk Assessments, and Governance Tables. Similarly, many grants will either require or highly recommend identifying a project partner to strengthen the application or complement your offerings. 

These supporting documents require more time than you might expect, so be sure to give yourself extra time to complete them, and give your potential project partners ample time to assess and commit to their role in the project.

**5. Narrative**

Grant programs typically outline the intended objectives and outcomes - these are the societal, environmental, technological, or other impacts the funding body expects to see in response to implementation of your project.

When writing your grant application, it’s important to craft a narrative that clearly demonstrates what the problem is, how you intend to tackle it in an innovative and effective way, and what your project’s impact will be. Remember, you want the assessors to view your project as a perfect manifestation of their program. As such, we recommend re-reading the guidelines as you devise your narrative to ensure you are addressing each relevant aspects. 

Oftentimes, applicants have to walk the line of explaining why funding could not be sourced elsewhere while detailing the incredible return on investment of the project. This can be tricky to execute effectively, though. The team at Sprout Scientific can help you craft an impactful narrative if you’re stuck on this step. 

In short, the key features to keep in mind when crafting a narrative are thoroughness (have you fully addressed each of the program’s objectives and outcomes?), consistency (is your narrative consistent throughout the application?), and evidentiary support (if you make a claim about successes, qualifications, or impact, have you provided an example or data to substantiate it?).

**6. Collaboration**

At Sprout Scientific, we believe collaboration is the key to success. Each member of your team brings a unique perspective, knowledge base, and set of values that allow you to craft a unique application. 

To make the grant writing process easier and more efficient, we recommend using a collaborative document, like Google Docs or a shared folder in Microsoft OneDrive. This allows each contributing member to see the document in real time, make corrections quickly and easily, leave comments for other team members, and provide assistance on the fly if it’s crunch time. 

Even though a document is shared, it can still be private. Google Docs and OneDrive allow you to select the individuals you want to share the document with and control their access permissions (e.g. users can be assigned as editors, commenters, or viewers). 

**7. Attention to detail**

This step likely goes without saying, but we think it’s important to keep in mind. When responding to the assessment criteria and other questions in the application, make sure you’ve thoroughly read each requirement and understand what is being asked. 

Assessment criteria often have a general theme with more specific sub-questions. To keep track of the various sub-questions, it might be helpful to use a color coding scheme to ensure you have addressed each aspect. Remember, incomplete applications may be grounds for disqualification, so ensure you’ve sufficiently addressed each aspect of the assessment criteria.

As previously mentioned, it’s also a great idea to bring in supporting evidence. For example, if you are describing your 'capability to undertake the project,' consider adding a sentence or two about a previous project that you successfully completed. This will demonstrate to the assessors that you are capable of effectively managing funding, teams, and resources.

**8. Budgeting**

This is a crucial step that advises your financial capability to undertake the proposed project. Budgeting is a deep dive into your current and prospective finances, including the various sources that could provide access to loans or other monies. 

Many grants are co-contribution based, which means you will have to prove that you can match the government’s funding in order to be eligible. For example, if you apply for $200,000 in funding, you must prove that you have access to an additional $200,000 **at the time of application**. 

When assessing your finances, refer back to the guidelines and glossary to determine whether there are any limitations you need to take into consideration. For example, loans may be excluded from being a valid source of funds. Always read carefully!

We recommend organising a formal meeting with your accountant to review your cash flow, bank balances, loan options, and in-kind contributions. If you are in need of additional funding, Sprout Scientific may be able to direct you to a relevant lender, especially if you are conducting R&D work. 

**9. Review**

We can’t stress the importance of this step enough - proofreading and sanity checking is a must. Writing a grant application is a lengthy process, meaning the application was likely written over the course of many days and potentially by several people.

Before jumping into your application to proofread, we recommend writing a short list to summarize the most important points and outcomes of your project. This will help you stay on track during your final review and ensure the narrative is consistent.

Double check for spelling and grammatical errors and make sure your sentences are clear. If possible, we recommend asking a friend, co-worker, or family member to read the application to verify that your message has been conveyed clearly and eloquently.

**10. Submission!**

Finally, everyone’s favourite step! But don’t be fooled by the perceived simplicity of this step, especially if you’ve drafted your application in a separate document. The submission process can take anywhere from 1-3+ hours, so give yourself plenty of time to load responses and documents into the portal. 

Before you hit Submit, make sure you’ve attached all the necessary supporting documentation, such as Project Plans and Gantt Charts. These documents will be outlined in the guidelines and should be flagged as you go through the application. Keep an eye on the file sizes, as there are often limits (e.g. 2 MB).

Once you’re satisfied with your responses and are confident that the application is accurate and complete, you can agree to the final disclaimer and hit submit! Congratulations!

The Women in STEM and Entrepreneurship Round 4 Program winners have finally been announced, with the Geelong Manufacturing Council (GMC) as one of the 17 grant recipients! With the help of Sprout Scientific, GMC was able to secure funding through this highly competitive program that provides up to $1,000,000 for projects that encourage the participation of women and girls in STEM and entrepreneurship.

Barriers to women and girls’ participation in STEM is a systemic issue in Australia & globally, spanning from primary school to senior careers. The proportion of women in STEM occupations remains low, having dropped to a mere 13% in 2020 (Dept. of Industry, Science, Energy & Resources). Beyond stereotypes & discrimination, this discrepancy is often the result of a lack of understanding of STEM career & education options, fewer role models & mentors, life interruptions (e.g. caring responsibilities), and fewer opportunities for ongoing career development.

Cue the Geelong Manufacturing Council: a Victorian manufacturing industry peak body and women-led not-for-profit comprising over 100 manufacturers, government stakeholders, and education/service providers that work to establish Geelong as an internationally competitive manufacturing centre and make a positive impact on the sustainability of the industry.

GMC currently runs two female-focused initiatives, the Women in Manufacturing Network (WIMN) Mentoring program, and the Girls Leading Advanced Manufacturing (GLAM) program. Both are designed to increase the interest, participation, and positive experiences of women in the manufacturing industry. These programs have been very successful, with 94.5% of GLAM participants reporting improved knowledge of STEM opportunities and 100% expressing their intention to enrol in tertiary STEM degrees. Similarly, GMC’s WIMN program has provided mentorship to countless women in the industry seeking progression advice, improved professional skills, and guidance to navigate systemic obstacles in the working environment.

With the funding secured for their Seed to STEM project, GMC will expand these two initiatives to reach additional regional Victorian centres and provide greater accessibility to women facing intersectional barriers, such as First Nations, low-income, and refugee or migrant women.

As Australia has recently submitted new, ambitious emissions targets to the United Nations, it is imperative that both industry and consumers alike identify methods to reduce their carbon footprint. 

Victoria has established the Renewable Hydrogen Business Ready Fund as part of the Accelerating Victoria’s Hydrogen Industry program. This program provides funding to support businesses as they identify techniques and processes that will facilitate Australia’s transition to renewable hydrogen, thereby reducing emissions and increasing confidence in renewable energy opportunities.

Australian Engineering Solutions (Austeng) was one of eight program winners in 2021, securing $100,000 with the help of the team at Sprout Scientific. Austeng have taken a unique approach to this challenge and are conducting a feasibility study to determine whether natural gas crematoriums can be converted to renewable hydrogen power.

While sustainable death care may not be the first application of renewable hydrogen that comes to mind, it is an important one. National Geographic estimates that a single cremation can generate approximately 534 pounds of CO2, amounting to ~360,000 metric tons of emitted CO2 per year in the United States alone. The potential to remove this CO2 emissions avenue would be an invaluable step towards achieving Australia’s 2030 climate goals.

Though cremations are a hidden source of CO2 emissions for many consumers, environmentally savvy individuals are now seeking out lesser known carbon neutral options, such as the technology Austeng is investigating. Given their track record with innovative engineering projects, we look forward to the progress Austeng and our other industry partners will make in this space in response to the updated climate goals.

The disruptions to everyday life stemming from the COVID-19 pandemic have left our children in a vulnerable place. Reduced early-childhood academic and social stimulation has negatively impacted the mental health and wellbeing of countless children and their families across the globe.

Though the pandemic is gradually easing and our children are getting back to the activities they love, the damage has been done. Beyond Blue reminds us that “mental health and wellbeing is established early in life and provides children with the foundation for all aspects of their development including physical, educational, social, emotional and cognitive development.” This highlights the importance of ensuring our children are supported in this way by learning to identify the signs and act quickly if things start to fall off-track.

Quirky Kid seeks to address this challenge through their digital child-focused platform, BriteChild, which supports mental health and wellbeing through interactive online resources and telehealth.

The BriteChild initiative is led by renowned child psychologist, Dr. Kimberley O’Brien and accomplished COO, Leonardo Rocker. Together, they are designing and building a platform which guides parents and carers to the right resources for their childrens’ mental health and wellbeing.

BriteChild allows users to schedule telehealth appointments with child psychologists across the country, and shortly, across the globe. This provides children and their carers with prompt access to the right child psychologist, regardless of physical location, cost, or potential stigma. 

With the help of the team at Sprout Scientific, BriteChild secured $200,000 in funding to develop and enhance their platform through Round 2 of the Boosting Female Founders Initiative. We are thrilled to see such a deserving team win this funding, and are looking forward to the much-needed improvements BriteChild will make in the child mental health and wellbeing space.

We were thrilled with the opportunity to jump on board with Fair Food Forager’s founder, Paul Hellier, in 2018 as his ethical and sustainable food app entered a new phase of growth. Paul had his whole heart in an idea that could help the planet and could see the value in expanding his service into overseas markets. He just needed a helping hand and a bit of support for this hectic stage that would surely rattle any growing business.

Fair Food Forager is a mobile application and platform that helps its users locate and share ethical and sustainable cafes, restaurants, grocers, and suppliers near you. Not only are they helping individuals make easier, ethical choices about their food, but also supporting businesses who care.

Since Fair Food Forager’s launch, the concept has had a strong local reception. To assist with this new user base, Sprout’s development team was able to assist Paul and his team in improving the backend performance, responsiveness and speed of the Fair Food Forager mobile applications. With Sprout behind the wheel of the technical development, this freed Paul up to focus on raising capital, building his Ambassador Network and creating an exciting new marketing campaign.

More importantly, we were able to support Fair Food Forager in its development into the overseas export market. Paul had made a responsible investment into the growth of his business - an idea that he believed in which needed the financial backing to continue expansion.

With our help, Fair Food Forager received $55,240 of support from Austrade with two rounds of successful Export Market Development Grants. The EMDG scheme is a key Australian Government financial assistance program for aspiring and current exporters, and from it, Paul was able to get back a portion of the money he has put into growing, celebrating and promoting Fair Food Forager to export markets.

The Export Market Development Grant (EMDG) scheme is an Australian Government-funded program that supports small and medium businesses as they commence or scale-up export activities. The EMDG encourages businesses to expand their promotional activities into unknown markets by providing a funding safety-net of up to $770,000 over the course of 8 years, which is representative of the time it takes to establish a successful overseas exporting business.
